Review Feasibility Study and Environmental Impact Assessment for Construction of Seaport at Pakbara

Project Name: Review Feasibility Study and Environmental Impact Assessment for Construction of Seaport at Pakbara

Company Name: Southeast Asia Technology Co. Ltd.

Project Location: Amphoe La Ngu, Satun province, Thailand

Project Owner: Marine Department

Project Cost: 370,000,000 Baht

Project Description: The project is for the Feasibility Study for the Construction of Pakbara Adaman Deep Seaport in the vicinity of Amphoe      La Ngu, Satun Province with study in economy, engineering and environmental impact assessment (EIA). From the study results, the construction of deep seaport on reclaimed land in the sea water about 4.3 km from the shore connected by a 24 m wide (4 traffic lanes) bridge to the road on the shore of Pakbara was proposed.  There will be 3 development stages around the reclaimed land.

The first stage is to reclaim about 198 rai of land for the construction of 2 container ports having 750 m long port front and a 300 m long service port at the back of 310 m x 700 m container yard of the deep seaport and necessary buildings for deep seaport such as Control Building, Weighing Scale, Maintenance Workshop, Canteen, Auditorium, Car Park, Wastewater Treatment System, and utility systems first. In the stage 2 and 3, development from having operated the port for 10 and 15 years respectively, more reclamation making the original L shape land to U shape at the same level and the port will be able to accommodate the cargo container vessels of 65,000 – 70,000 tons dead weight size.

As the 280 m long and 40 m wide cargo container vessels with 13.5 m draft can carry 5,500 – 6,000 TEUs, 180 m wide and 14 m (depth from Lowest Water Level) deep approach channel and a turning basin of 600 m in radius will be constructed.  A 1,700 m long breakwater is necessary to be constructed for the deep seaport in this area to protect from waves and the south and southwest winds.

Important economic assessment on benefit due to the port construction will be cost saving on transportation in southern Thailand, and especially rubber will not need to depend on the ports of neighboring countries for export. It can also save time and cost on the transportation of goods from other parts of Thailand and would be benefited by custom duty on cargos/goods passing through the port.
